Innocence Lost Nationwide Initiative: Police Department Busts Prostitution Ring in Oxford
OXFORD, MISS (OPD) – On Monday, August 24, 2015, Santana Hervey was charged with promoting prostitution and had her bond set at $5000. There were 3 others subjects charged with prostitution. All four subjects were arrested Friday, August 21, 2014 as part of a joint effort to identify and rescue human trafficking victims.
The Oxford Police Department along with local branches of both the Federal Bureau of Investigations and the Attorney General’s office worked jointly on this case, along with the Oxford – Lafayette Metro Narcotics unit. During the investigation it was discovered that appointments were being made through an online site and the encounters were at local hotels at a pre-arranged date and time. Of particular concern was the possibility that minors could be involved.
“I want to emphasize the fact that this type of criminal activity brings more crime with it. We have documented cases that connect some of these people to narcotic activity, robbery, and assault,” stated Joey East, Chief of Police. “So often in cases of prostitution you will find human trafficking victims who are under the age of 18. We want to make sure that is not happening in Oxford.”
All four of the females arrested are adults, however this event was part of a larger mission to identify and rescue both child and adult victims of human trafficking.
Chief East remarked, “We are so grateful to our local branches of the state and Federal government for their assistance on cases like these.”
“Investigating human trafficking is one of the FBI’s top priorities,” stated Donald Alway, Special Agent in Charge of the FBI in Mississippi. “Our targets are those who prey on vulnerable adults, children, males, and females, and force them into trafficking for sex. Prostitution is a heinous crime that goes hand in hand with violent criminal activities, and is also one of the many avenues for human trafficking. Our goal is to rescue the victims, to let them know that they have a place to turn for help. Our partnership with the Oxford Police Department, the Mississippi Attorney General’s Office, and the Oxford-Lafayette Metro Narcotics Unit this weekend is a great example of an effective, collaborative law enforcement effort to address this fast-growing criminal activity here in Mississippi.”
“We typically think of prostitution and human trafficking as being a crime that happens elsewhere, but Mississippi is just as exposed as every other state,” said Attorney General Jim Hood. “The Oxford Police Department and the FBI did a great job investigating these cases and we appreciate our working relationships we have with them.”

On 08/21/2015 the Oxford Police Department, the Lafayette County Metro Narcotics Unit, the Attorney General’s Office and the Federal Bureau of Investigations conducted an operation call Innocence Lost. During this operation, one of the suspects (later arrested for prostitution) was transported to the operation location by Santana Hervey. Hervey was arrested and charged with Promoting Prostitution due to her role in facilitating and assisting the individual in the act of prostitution. Hervey was taken for her Initial Appearance and her bond was set at $5,000.00.
Kendrick Keller – Burglary
On August 25, 2015 Investigators of the Oxford Police Department served an arrest warrant on Kendrick Keller (40) of Oxford, MS for 7 counts of Burglary to Commercial Building and Cars. Keller was identified by the victim after surveillance footage was recovered from the burglary. Kendrick Keller was booked and his bond was set at $25,000.00.

Law Enforcement Combine Efforts to Bust Prostitution Ring in Oxford
OXFORD, MISS (OPD) – Initial investigations and information gathering for this undercover task force began back in the winter of 2014. Oxford Police Department investigators gathered information concerning a series of criminal events that occurred over a period of time and worked to connect the incidents to electronic advertisements for prostitution.
The Oxford Police Department quickly contacted the local branches of both the Federal Bureau of Investigations and the Attorney General’s office for assistance on this case. With the three entities working together, progress was made and the initial operation on August 21, 2015 was executed, with the help of the Oxford-Lafayette Metro Narcotics unit.
“While four arrests may seem like a small number, citizens need to know that this specific criminal activity can be related back to domestic violence, assaults, robberies and illegal narcotic activity. It is not simply the exchange of money for sex,” said Joey East, Chief of Police. He added that, “This is just the first operation in an ongoing investigation that will continue until I am confident that we have done our very best to ensure the safety of our citizens so that our town continues to be the family friendly and retiree attracting destination that is truly is.”

Armed Robbery on South Lamar on August 20, 2015
OXFORD, MISS – At approximately 9:11 pm officers responded to 160 Courthouse Square (South Lamar @ The Square) for a report of a man with a gun. When officers arrived they identified potential witnesses and a victim. After the initial investigation it was discovered that a victim was robbed at gunpoint and the suspect left the area on foot. The victim directed officers to the area where the suspect ran. Officers gathered information from witnesses and relayed it to the investigators. They now have a person of interest and are pursuing all leads. No shots were fired and no one was injured. The weapon was recovered at the scene.
The incident is still being investigated and further details will be released as they become available.

On August 18, 2015, Investigators of the Oxford Police Department charged Thomas James Rico (33) of Oxford, MS with Domestic Aggravated Assault. Officers were called to Rico’s home near Hwy 30 where they found the victim had been assaulted. Rico was still on scene and arrested there. He has been charged with Domestic Aggravated Assault {97-3-7(3)} and his bond was set at $2,500.00.
Cedtavious Coleman – Auto Burglary
On Saturday, August 15, the Oxford Police Department arrested Cedtavious Coleman(21 Oxford, MS.) for auto burglary. Mounted patrol officers responded to the area around 11thstreet & Tyler Ave where they found the victims and Coleman in a verbal altercation. Coleman was arrested after officers were able to determine that he did break and enter the car. Coleman was given a bond of $5,000.
Lathaddious Truly – Home Burglary
On Sunday, August 16, the Oxford Police Department arrested Lathaddious Truly (20 Charleston, MS.) for burglary. Truly was arrested after officers responded to The Greens apartment complex and found him inside the victims home. Truly broke through the front door and damaged property on the inside. Truly was taken for his initial appearance and was given a bond of $5,000.

On August 11th officers of the Oxford Police Department took a report of a house burglary that had already occurred. The victim stated that she was missing several items of jewelry. Through an investigation, it was found that James D. Brown had been working for a company that had been working at the victims house. Brown had pawned several items of jewelry in several pawn shops, including items that were taken from a residence in the county. On August 14th Brown was charged with Grand Larceny. On August 17th Brown was taken before Judge Mickey Avent for his Initial Appearance and his bond was set at $5,000.00.

On August 13th 2015, Oxford Police Officers arrested Calvin Edlin 55, of Oxford. Officers were dispatched to a disturbance in progress. When they arrived they found the victim had been hit in the face several times as well as being choked. The victim stated that she passed out during the assault due to being choked. Edlin was arrested on scene and was a given a $5,000.00 bond.
